Math is a challenging subject. It is cumulative in a sense that, if you miss the foundation or have gaps, the next year you will run into the same problem. So building a foundation is the first steps.
Memorizing steps and equations doesn't work because your teacher will change the questions on tests. Students need to understand the concepts and learn how to apply them. This means understanding the why behind the concepts and knowing how each piece fits together in the big picture.
